Rules alone cannot ensure fair procedures

Rules can be an important part of conference procedures. If made public, they contribute to transparency of conference procedures and provide insights to non-core members of the community.

Conferences are fiendishly complex with many inter-dependencies. They should be dynamic, adjusting to changing demands for best supporting the community over time.
I believe rules cannot provide complete coverage. Continuously updating them requires significant effort and a sequence of dedicated individuals, else they will ossify conference procedures.

Rather, I believe a set of well-defined and communicated guidelines and principles reflecting the overall conference objectives are an important foundation.
(Incomplete) rules can be built on this basis. If a case not covered case arises, and it will, the guidelines can serve to define a new or modified one – in line with the overall conference objectives.
